On the territory of the Republic of Uzbekistan shall be prohibited establishment and functioning of private, cooperative organizations, public associations and their branches independently conducting any operational work, investigations, inquiries and other functions connected with combating crime. Taking into account the need to combat corruption, each State Party shall, in accordance with the fundamental principles of its domestic law, take such measures as may be necessary to enhance transparency in its public administration, including with regard to its organization, functioning and decision-making processes, where appropriate. The Conference of the States Parties shall adopt rules of procedure and rules governing the functioning of the activities set forth in this article, including rules concerning the admission and participation of observers, and the payment of expenses incurred in carrying out those activities. 3.
