32. Those who were arrogant will say to those who were oppressed, “Was it us who turned you away from guidance when it came to you? Unless otherwise decided by the Contracting Parties, the Arbitration Panel proceedings shall take place in the territory of the Contracting Party complained against. Subject to the provisions agreed by the Contracting Parties, the arbitration panel shall determine its procedure.
