| In addition, none of the provisions of this Agreement shall preclude the maintenance or adoption by either Contracting Party of any trade restrictive measures necessary to remove or forestall a serious shortage, or threat thereof, of a product essential to the exporting Contracting Party. The measures shall be non-discriminatory and shall be eliminated when conditions no longer justify their maintenance. | 1. | 2. Obvious formal errors such as typing errors on a Movement Certificate EUR.1 should not cause this document to be rejected if these errors are not such as to create doubts concerning the correctness of the statements made in this document. | 2. | Where disputes arise in relation to the verification procedures of Article 25, which cannot be settled, between the customs authorities requesting verification and the designated/relevant competent authorities responsible for carrying out this verification or where they raise a question as to the interpretation of this Annex, they shall be submitted to the Joint Committee.
