This revised Common Country Analysis is the result of the collaborative efforts of the UN Country Team in Uzbekistan.

Ушбу қайта кўриб чиқилган “Мамлакат ,бўйича Умумий Таҳлил” БМТнинг Ўзбекистондаги жамоасининг биргаликдаги саъй-ҳаракатлари натижасидир.

It constitutes the UN system’s independent, integrated, forward-looking and data-driven analysis of the context for sustainable development in Uzbekistan.  Ушбу Таҳлил БМТ тизимининг Ўзбекистондаги барқарор ривожланиш контекстини мустақил,  яхлит,  истиқболли ва маълумотларга асосланган таҳлилини ташкил этади. 

I am confident it will serve to guide the UN family’s ongoing support to the Government and people of Uzbekistan in the effort to build back better after the COVID-19 pandemic and to accelerate achievement of the country’s national Sustainable Development Goals and international human rights obligations.

The Publication “Citizens’ Budget: 2024 Draft” has been prepared within the framework of implementation of the joint Project of the United Nations Development Programme (UNDP) and the Ministry of Economy and Finance of the Republic of Uzbekistan “Financing for Sustainable Development in Uzbekistan”.

“Фуқаролар учун бюджет: 2024 лойиҳа” ахборот нашри БМТ Тараққиёт Дастури (БМТТД) ва Ўзбекистон Республикаси Иқтисодиёт ва молия вазирлигининг “Ўзбекистонда барқарор ривожланишни молиялаштириш” қўшма лойиҳасини амалга ошириш дастури доирасида тайёрланди.

In the context of complicated and uncertain situation in the world, as well as deceleration of the global economic growth, the economy of Uzbekistan maintains stable growth rates.  Дунёдаги мураккаб ва ноаниқ вазият, жаҳон иқтисодий ўсиш суръатларининг секинлашуви шароитида Ўзбекистон иқтисодиёти барқарор ўсиш суръатларини сақлаб келмоқда.

In the context of continuing geopolitical tension, as well as deceleration of the global economic growth and high inflation, the economy of Uzbekistan maintains sustainability. According to forecasts, economic growth rates will be equal to 5.6-5.8% in 2024. In the subsequent two years the economy is expected to grow at the rate of up to 6.2% in 2025 and 6.4% in 2026.

Давом этаётган геосиёсий кескинликлар, глобал иқтисодий ўсиш суръатларининг секинлашуви ва юқори инфляция шароитида Ўзбекистон иқтисодиёти барқарорлигича қолмоқда. Прогнозларга кўра, 2024 йилда иқтисодий ўсиш суръати 5,6-5,8 фоизни ташкил қилади. Келгуси икки йилда иқтисодий ўсиш 2025 йилда 6,2 фоизга, 2026 йилда эса 6,4 фоизга етиши кутилмоқда.

Reducing inflation remains the priority objective for the economic policy. According to the estimates of IMF experts, global inflation will continue gradual decrease, however, majority of countries are not likely to return inflation to the target levels until 20251. According to the updated estimates, inflation in Uzbekistan will amount to 9.5% at the end of 2023, and this value corresponds to the forecast. Inflation forecast for 2024 is 8-10%, while achievement of the target value of 5% is postponed to 2026.

Инфляция даражасини пасайтириш иқтисодий сиёсатнинг устувор мақсади бўлиб қолмоқда. ХВЖ экспертларининг фикрича, глобал инфляция барқарор равишда пасайишда давом этади, бироқ аксарият давлатлар инфляцияни 2025 йилгача мўлжалланган кўрсаткичга қайтара олмайди1. Ўзбекистонда, янгиланган ҳисоб-китобларга кўра, 2023 йил охирида инфляция 9,5 фоизни ташкил этади, бу унинг прогноз қийматига тўғри келади. 2024 йил учун инфляция прогнози 8-10 фоизни ташкил этади ва мақсадли 5 фоизга эришиш 2026 йилга кўчирилади.
The “Uzbekistan 2030” Strategy aims to increase the number of residents to 7,500, create 100,000 jobs and boosting the industry’s export volume to US$5 billion. “Ўзбекистон – 2030” стратегиясида резидентлар сонини 10 баробар ошириб, улардаги иш ўринларини 100 мингтага етказиш, соҳада экспорт ҳажмини 5 миллиард долларга олиб чиқиш белгиланган.

Citizens of Uzbekistan and Tajikistan were evacuated from the bus that stopped due to a malfunction in the Aktobe region, Kazakhstan.

According to the Ministry of Emergencies of Kazakhstan, the bus with a technical fault stopped at the 80th kilometer of the Karabutak-Komsomol-Kostanay highway. Қозоғистон Фавқулодда вазиятлар вазирлиги хабарига кўра, техник носоз автобус Қорабутак-Комсомол-Қўстанай автомобил йўлининг 80-километрида тўхтаб қолган.

On September 19, at the United Nations Headquarters in New York City, the general political debate of 78th session of the UN General Assembly began. The President of Republic of Uzbekistan Shavkat Mirziyoyev delivered a speech.

19 сентябрь куни Нью-Йорк шаҳридаги Бирлашган Миллатлар Ташкилоти бош қароргоҳида БМТ Бош Ассамблеяси 78-сессиясининг умумсиёсий мунозаралари бошланди. Унда Ўзбекистон Республикаси Президенти Шавкат Мирзиёев нутқ сўзлади.

In his speech, President of the Republic of Uzbekistan Shavkat Mirziyoyev emphasized the importance of uniting the countries while preserving the spirit of harmony and practical cooperation. He stressed that common interests should hold greater importance than existing contradictions among states. Ўзбекистон Республикаси Президенти Шавкат Мирзиёев ўз нутқида ҳамжиҳатлик ва амалий ҳамкорлик руҳини сақлаш, умумий манфаатларни мавжуд зиддиятлардан юқори қўйган ҳолда мамлакатларни жипслаштириш зарурлигини қайд этди.
“Last year, we launched the Samarkand Solidarity Initiative aiming to foster common security and prosperity. Our main goal is to establish a global dialogue where all parties are willing to engage in constructive cooperation, and hold a deep sense of responsibility for the present and future of our countries and people”, stated the Leader of Uzbekistan. – Биз ўтган йили умумий хавфсизлик ва тараққиётга қаратилган “Самарқанд бирдамлик ташаббуси”ни илгари сурдик. Асосий мақсадимиз мамлакатларимиз ва халқларимизнинг бугунги куни ва истиқболи учун масъулиятни ҳар томонлама чуқур англаш, очиқ ва конструктив ҳамкорликка тайёр барча томонларни глобал мулоқотга жалб қилишдан иборат, – деди Ўзбекистон етакчиси.
He expressed his confidence in the forthcoming summit, initiated by the Secretary-General of the United Nations, which will be organized next year. The summit is expected to address the long-standing problems of international and regional development, while also helping to further enhance the impact and influence of the Organization. The Head of our State focused on the comprehensive reforms that Uzbekistan will implement in the upcoming years He also highlighted several initiatives that have been launched to address the most urgent issues on the global and regional agenda. Давлатимиз раҳбари кейинги йилларда Ўзбекистонда амалга оширилаётган ва ортга қайтмас тус олган кенг кўламли ислоҳотларга алоҳида тўхталиб, глобал ва минтақавий кун тартибидаги энг долзарб масалалар ечимига қаратилган қатор ташаббусларни илгари сурди.
“We will firmly continue our policy of building a legal, secular, democratic, and socially-oriented state of New Uzbekistan. Our country is making significant progress on reforms aimed at implementing the principles of democracy and justice, based on the idea of “For  the name of human dignity and interests”, stated the President. – Биз ҳуқуқий, дунёвий, демократик ва ижтимоий давлат бўлмиш Янги Ўзбекистонни барпо этиш сиёсатини қатъий давом эттирмоқдамиз. Мамлакатимиз “Инсон қадри ва манфаатлари учун” деган эзгу ғоя асосида демократия ва адолат тамойилларини мустаҳкамлашга қаратилган туб ислоҳотлар йўлидан дадил илгари бормоқда, – деди Президентимиз.
It was noted that the nationwide referendum on the renewed Constitution, held in Uzbekistan, has defined the development priorities. The Fundamental Law confirms the commitment to the principles of human rights, freedom of speech and conscience, and equality of all citizens regardless of their nationality, language, and religion. The adopted "Uzbekistan 2030" Development Strategy, based on this legal framework, aligns with the Sustainable Development Goals of the United Nations. Ўзбекистонда янгиланган Конституция бўйича ўтказилган умумхалқ референдуми миллий тараққиётимизнинг устувор йўналишларини белгилаб бергани қайд этилди. Асосий қонунимизда миллати, тили ва динидан қатъи назар, барча фуқароларнинг тенглиги, инсон ҳуқуқлари, сўз ва виждон эркинлиги принципларига садоқат яна бир бор тасдиқланди. Шу ҳуқуқий асосда қабул қилинган “Ўзбекистон – 2030” тараққиёт стратегияси Бирлашган Миллатлар Ташкилотининг Барқарор ривожланиш мақсадларига уйғундир.
