A Contracting Party proposing to apply a safeguard measure shall, in consultation with the other Party, provide to the other Contracting Party mutually agreed trade compensation in the form of substantially equivalent concessions during the period of application of the safeguard measure. Such consultations shall begin within 30 days of the decision to apply the safeguard measure. Where either Contracting Party is in a serious balance of payments difficulties, or under threat thereof, the Contracting Party concerned may, in accordance with the conditions laid down within the Articles VIII and XIV of the Articles of Agreement of International Monetary Fund, adopt restrictive measures, which shall be of limited duration and may not go beyond what is necessary to remedy the balance of payments situation. The Contracting Party concerned shall inform the other Contracting Party forthwith of their introduction and present to the other Contracting Party, as soon as possible a time schedule of their removal. In the event that a Contracting Party adopts or maintains a prohibition or restriction on the importation from or exportation to another country of a good, nothing in this Agreement shall be construed to prevent that Contracting Party from: Аҳдлашувчи Томон товарни бошқа давлатдан олиб кириш ёки олиб чиқишга тақиқ ёки чекловни қабул қилган ёки қўллаб-қувватлаган тақдирда, мазкур Битимдаги ҳеч нарса ушбу Аҳдлашувчи Томонга товарни олиб киришга тўсқинлик қиладиган тарзда талқин қилинмаслиги лозим:
b) requiring as a condition of export of such good to the territory of the other Contracting Party, that the good not be re-exported to the non-Contracting Party, directly or indirectly, without being consumed in the territory of the other Contracting Party. b) бундай товарни бошқа Аҳдлашувчи Томон ҳудудига олиб чиқиш шарти сифатида товар бошқа Аҳдлашувчи Томон ҳудудида истеъмол қилинмасдан тўғридан-тўғри ёки билвосита Аҳдлашувчи бўлмаган Томонга реэкспорт қилинмаслигини талаб этиш.
Nothing in this Agreement shall prevent a Contracting Party from taking any measures, which it considers necessary for security requirements: Мазкур Битимда ҳеч бир нарса қуйидаги ҳолатларда Аҳдлашувчи Томонга хавфсизлик талаблари учун зарур деб ҳисобланадиган ҳар қандай чораларни кўришга тўсқинлик қилмайди:

The following shall be considered as directly consigned from the exporting Party to the importing Party: Қуйидагилар экспорт қилувчи Томондан импорт қилувчи Томонга тўғридан-тўғри жўнатилган деб ҳисобланади:
1. Originating products, sent for exhibition outside the Contracting Parties and sold after the exhibition for importation in a Contracting Party shall benefit on importation from the provisions of this Agreement provided it is shown to the satisfaction of the customs authorities that: 1. Products originating in a Contracting Party shall, on importation into the other Contracting Party benefit from this Agreement upon submission of a Movement Certificate EUR.1, a specimen of which is annexed herewith. Аҳдлашувчи Томонлардан бирида ишлаб чиқарилган маҳсулотлар бошқа Аҳдлашувчи Томонга олиб киришда ушбу Қоидаларнинг иловасига мувофиқ EUR.1 Ҳаракатланиш сертификати тақдим этган тақдирда, мазкур Битимдан фойдаланиш ҳуқуқига эга бўлади.
1. Each form shall measure 210 x 297 mm; a tolerance of up to minus 5 mm or plus 8 mm in the length may be allowed. The paper used must be white, sized for writing, not containing mechanical pulp and weighing not less than 25 g/m2. It shall have a printed green guilloche pattern background making any falsification by mechanical or chemical means apparent to the eye. 1.
