(q) “ex-works price” means the price paid for the product ex-works to the manufacturer in a Contracting Party in whose undertaking the last working or processing is carried out, provided that the price includes the value of all the materials used, minus any internal taxes which are, or may be, repaid when the product obtained is exported. (q) «франко завод нархи» («ex-works price») олинган маҳсулотни экспорт қилишда тўланадиган ёки тўланиши мумкин бўлган ҳар қандай ички солиқлар олиб ташланиб, ишлатилган барча материалларнинг нархини ўз ичига олган ҳолда, Аҳдлашувчи Томондаги охирги ишлаш ва қайта ишлаш амалга оширилган корхонадаги ишлаб чиқарувчига маҳсулот учун тўланган нархни англатади.
(r) “competent authorities” mean the administrative bodies responsible for implementation of provisions in this Protocol which is “Ministry of Investments and Foreign Trade of the Republic of Uzbekistan, State Customs Committee of the Republic of Uzbekistan” for Uzbek side and “Ministry of Trade of the Republic of Türkiye” for Turkish side; (r) «ваколатли органлар» мазкур Битим қоидаларини амалга ошириш учун масъул бўлган маъмурий органларни англатади, ўзбек томони учун «Ўзбекистон Республикаси Инвестициялар ва ташқи савдо вазирлиги, Ўзбекистон Республикаси Давлат божхона қўмитаси» ва турк томони учун «Туркия Республикаси Савдо вазирлиги»;
(s) central authorized body refers to a body (organization) authorized by a Contracting party to the Agreement to issue certificates of origin of goods and maintaining a unified electronic system for certification of the origin of goods on the territory of this state, as well as control over the proper functioning of this system. (s) марказий ваколатли орган — Битимнинг Аҳдлашувчи Томони товарларнинг келиб чиқиш сертификатларини бериш ва ушбу давлат ҳудудида товарларнинг келиб чиқишини сертификатлашнинг ягона электрон тизимини юритиш ҳамда ушбу тизимнинг тўғри ишлашини назорат қилиш учун ваколатли этиб белгиланган органи (ташкилоти).

1. Within the meaning of Article 3 (b), non-originating materials which are used in the manufacture of the products obtained in a Contracting Party shall be regarded as sufficiently worked or processed provided that the value of such materials does not exceed 20 percent of the ex-works price of the goods classified under HS codes 841370, 850213, 940690 and 40 percent of the ex-works price of the goods for the rest of the tariff lines listed in Annex I-A and Annex I-B. 1. 3 (b)-модда мазмунида Аҳдлашувчи Томонда олинган маҳсулотларни ишлаб чиқаришда фойдаланиладиган келиб чиқиши номаълум материаллар, башарти бундай материалларнинг қиймати 841370, 850213, 940690 ТИФ ТН кодлари бўйича таснифланувчи товарлар учун франко завод нархининг 20 фоизидан ва I-A ва I-B иловада келтирилган, бошқа тариф қаторларидаги маҳсулотлар учун франко завод нархининг 40 фоизидан ошмаган тақдирда, бундай материаллар етарли даражада ишлов берилган ёки қайта ишланган деб ҳисобланади.
(n) simple painting and polishing operations, husking, partial or total bleaching, polishing, and glazing of cereals and rice; (n) оддий бўяш ва жилолаш операциялари, дон ва гуручнинг қобиғини тозалаш, қисман ёки тўлиқ оқартириш, силлиқлаш ва сирлаш;
1. For the purposes of this Annex, goods, materials and products shall be classified in accordance with HS. 1. Ушбу Илова мақсадлари учун товарлар, материаллар ва маҳсулотлар УТга мувофиқ таснифланади.
(b) If a consignment consists of a number of identical products but is classified under the same heading of the HS, each product must be taken into account individually for classification purposes. In order to determine whether a product originates, it shall not be necessary to determine the origin of the following which might be used in its manufacture: Маҳсулотларнинг келиб чиқишини аниқлашда, уларни ишлаб чиқариш учун фойдаланиладиган қуйидаги маҳсулотларнинг келиб чиқиши инобатга олинмайди:

For these goods, the free trade regime is provided after the conclusion of an agreement on their implementation or transfer between the residents of the Contracting parties to the Agreement in accordance with article 3 of these Rules, unless otherwise provided by the national legislation of the Contracting parties to the Agreement. 2. For this purpose, the exporter or his authorized representative shall fill out both the Movement Certificate EUR.1 and the application forms, specimens of which are annexed herewith. The said forms shall be completed in English language and in accordance with the provisions of the domestic law of the exporting country. If they are handwritten, they shall be completed in ink in printed characters. The description of the products must be given in the Box.8 of the annexed forms, which is reserved for this purpose without leaving any blank lines. Where the said box is not completely filled, a horizontal line must be drawn below the last line of the description, the empty space being crossed through. 2. Бунинг учун экспортёр ёки унинг ваколатли вакили EUR.1 Ҳаракатланиш сертификати намунаси ва илова қилинган ариза шаклини тўлдириши лозим. Ушбу шакллар инглиз тилида ва экспортёр мамлакатнинг миллий қонунчилиги қоидаларига мувофиқ тўлдирилиши лозим. Башарти улар қўлда ёзилган бўлса, босма белгилар билан сиёҳда белгиланиши лозим. Бланканинг маҳсулотларнинг тавсифи ёзилиши мўлжалланган 8-банди устунида бўш қаторлар қолдирмасдан берилиши лозим. 3. The exporter applying for the issue of a Movement Certificate EUR.1 shall be prepared to submit at any time, at the request of the designated/relevant competent authorities of the exporting country where the Movement Certificate EUR.1 is issued, all appropriate documents proving the originating status of the products concerned as well as the fulfilment of the other requirements of this Annex. 3. EUR.1 Ҳаракатланиш сертификатини олиш учун ариза берган экспортёр экспорт қилувчи мамлакатнинг EUR.1 Ҳаракатланиш сертификатини бериш учун тайинланган ёки тегишли ваколатли органлари сўровига кўра, исталган вақтда, тегишли маҳсулотларнинг келиб чиқишини тасдиқловчи барча тегишли ҳужжатларни тақдим этиши лозим.
5. The designated/relevant competent authorities issuing the Movement Certificate EUR. 1 shall take any steps necessary to verify the originating status of the products and the fulfilment of the other requirements of this Annex. For this purpose, they shall have the right to call for any evidence and to carry out any inspection of the exporter's accounts or any other check considered appropriate. The issuing designated/relevant competent authorities shall also ensure that the forms referred to in paragraph 2 are duly completed. In particular, they shall check whether the space reserved for the description of the products in Box.8 has been completed in such a manner as to exclude all possibility of fraudulent additions. 5. EUR.1 Ҳаракатланиш сертификатини берувчи тайинланган/тегишли ваколатли органлар маҳсулотларнинг келиб чиқиши ва ушбу Қоидаларнинг бошқа талаблари бажарилишини текшириш учун зарур бўлган барча чораларни кўрадилар. Шу мақсадда, улар ҳар қандай далил талаб қилишга ва экспортёрнинг ҳисобварақларини текширишга ёки тегишли деб топилган бошқа ҳар қандай текширишни амалга оширишга ҳақли. 2. For the implementation of paragraph 1, the exporter must indicate in his application the place and date of exportation of the products to which the Movement Certificate EUR.1 relates, and state the reasons for his request. 2.
